  In the delta, locals kidnapped 12 oil workers for ransom (or, reparations for a 1989 oil spill, take your pick.) The oil workers were released after a few hours when the company agreed to discuss the issue. The government has formed an anti-corruption commission, as part of it's pledge to reduce rampant corruption. The commission has considerable police powers.
