Police captured two NPA rebel leaders while, separately, 13 NPA fighters surrendered. The NPA has been having a hard time of it since it was declared a terrorist organization and saw its foreign fund raising dry up. Increased military and police pressure has made it difficult for NPA groups to live off extortion and plunder and an increasing number of NPA men are just giving up.
