  Russia and Georgia are locked in a dispute over whether a thousand or more Chechen rebels are camped out on the Georgian border, waiting for an opportunity to get past the Russian border guards. Although the Russians won't say so publicly, they suspect Georgian officers and border guards are taking bribes from the rebels to provide protection from Russian troops.
