Sixteen months after the Russian submarine Kursk sank during a training exercise, the investigation has been completed and president acted by removing the commander of the northern fleet, and at least a dozen other senior officers. The investigation found numerous acts of bad judgment and sloppiness. But many officers in the northern fleet blame ten years of cut backs and a severe shortage of money to run the fleet. However, the navy leadership was never really reformed after the Soviet Union fell in 1991, and a lot of bad old sloppy habits persist.
