Chechen guerillas seized a radio studio in the Nadterechnaya district and went on the air in the early hours of 21 September. Late on 19 September, the rebels attacked a TV broadcasting studio in the village of Samashki and suspended the REN-TV channel's programs for several hours - broadcasting instead a video address by Aslan Maskhadov, in both Russian and Arabic. Maskhadov called for increasing resistance to federal authorities and that that rebel forces under his command were switching from guerrilla tactics to large-scale military operations. The attackers then stole equipment from the TV studio and fled. 

Meanwhile, across the border in the Ingush and North Ossetian Federal forces have so far failed to find and destroy about 50 rebels who have attacked military targets over the 21-22 September weekend. They may be from Ruslan Gelayev's group, which Russian sources claim is relocating from Georgia to Chechnya. - Adam Geibel

In Chechenya, a Chechen Islamic religious leader (Yakub Dzhamalkhanov) and his daughter were killed by rebels. It is suspected that the victim was killed because of his opposition to Islamic radicals.
