After two years of not being seen in public, Chechen rebel commander Shamil Basayev reappeared on a videotape shown on Arab news networks. He said he would continue fighting Russia in Chechnya, but would not make attacks outside of Chechnya. This is interesting, and apparently represents an attempt remove Chechen rebels from the ranks of those considered legitimate targets for the world wide war on terror.
