A peacekeeping brigade is being formed, using volunteers and experience from peacekeeping missions the army has conducted since the early 1990s. The government is also reforming the general staff and the organizations that enable the civilian leadership to control the military. The Russian military has, for centuries, been somewhat autonomous. But this is now changing as the Russians adopt a system more like that in the United States, where most of the senior defense positions are held by civilians.
