Russian espionage efforts are returning to Cold War levels. Also, some of the "moles" (Russian agents in high positions in foreign governments) are still in place, or have retired without getting caught. Russia apparently had dozens of moles in Western governments, motivated by a combination of ideology and/or money, to betray their countries. The renewed Russian espionage is more interested in economic and technical information, rather than military stuff.
