The UN war crimes tribunal (ICTR; International Criminal Tribunal for Rwanda) is in a shambles and Rwanda is threatening to undertake retribution on its own terms. The ICTR has released, on technicalities,  key figures of the 1994 genocide. The ICTR has been poorly run, with corruption and incompetence hindering its progress. The ICTR is operating based in Tanzania.

November 14; Burundian sources said 20 rebels and 5 government soldiers were killed over the past week in fighting around Nyambuye, near the capital of Bujumbura. Much of the fighting took place around a refugee camp. Officials also released some interesting figures. Approximately 300,000 Burundians are now living in refugee camps. Since the civil war started in 1993 (after the assassination of Burundian president Melchior Nidadye, a Hutu) more than 200,000 Burundians have died as a result of the fighting.

November 3; Congo has insisted that Rwandan troops leave the country. Rwanda has been supporting one of the rebel factions and does not seem interested in leaving.
