In Burundi, the rebel Forces for the Defence of Democracy (FDD) is thought to have about 10,000 armed men, with only about 4,000 active in Burundi and the rest in Tanzanian camps. There is a dissident wing of the FDD with 5,000 men operating out of Congo camps. This group has made peace with the government, but this deal has not been completely implemented. The rebel National Liberation Forces (FNL) has about 3,000 armed men operating around the capital. But the FNL is rife with factionalism.
