Rwanda has defeated the Hutu rebels who have, for ten years, operated from bases in neighboring Congo. There are still several thousand of the Hutu gunmen over in the Congo, but the Congolese army and UN peacekeepers are constantly after the Hutu to disarm, and Rwanda maintains thousands of troops along the border, or are ready to pounce on any armed Hutu who come across in Rwanda.
