A UN investigation found that the August 13 massacre was planned and carried out by three groups. The Burundi FLN Hutu rebels, who took credit for the attack, were one group. But two Congo based groups, Mai-Mai tribal rebels and Rwandan Hutu rebels based in Congo, also took place. These findings have caused Burundi, Rwanda and Congo to agree to join in an attack on the Hutu rebels.
