Only 20,000 of the 45,000 RUF rebels in Sierra Leone have disarmed, eight months after the peace deal called for rapid disarmament. Rebel leader Sankoh, now Vice President, is reportedly stalling the disarmament in order to keep open the option of renewed civil war if promised reforms (also delayed) are not forthcoming.--Stephen V Cole
