Because of friction among political factions, and some armed conflict, the election of the president of the new government has been put off from September 22 to October 10. The problem is that only one of the two dozen major warlords will be president, and his first task will be to assure the other warlords that the new government will rule to the benefit of all, not just the warlord in charge.
