A government deal with the LTTE, to allow the rebels to distribute some of the relief aid, has caused several components of the coalition government to rebel. Such a deal is seen as recognizing the rebels, which the agreement specifically says it does not. Meanwhile, the violence between rebel factions continues, with the "rebel rebels" apparently getting support from the army. Makes sense. But the dispute over the relief aid (most of the tidal wave damage was in rebel controlled territory), and control of the LTTE, has stalled the peace negotiations. The LTTE radicals, which are trying to suppress moderates in their ranks, are preparing to resume the war. So
