Most of Darfur is slipping into chaos. The pro-government Arab gangs continue to raid, rape and pillage non-Arab villages, as well as refugee camps. The government blames all the trouble on non-Arab Darfur rebels, or UN interference. Peace talks in Nigeria are stalemated over the issue of government aircraft, and where the can or cannot fly. The rebels want all of Darfur to be a no-fly zone for the air force, while the government is only willing to let parts of Darfur become no-fly zones. The government has long used transport aircraft for reconnaissance and bombing (by pushing bombs out of the aircraft).
