The US has announced a new anti-terrorist campaign to "drain the swamp" that international terrorists hide in. The plan exerts pressure on various governments known to harbor terrorist groups to make such a policy too expensive to maintain. Increased cooperation with many nations, exchanging information on terrorist movements and finances, has made it hard for terrorists to function in many countries. The terrorists have begun switching from state sponsorship to self-funding, and now focus their attacks on softer targets instead of guarded government installations. This has led to the new US strategy. The US considers Iran the leading sponsor of terrorism (and leading target of the American campaign to isolate nations friendly to terrorists), and notes that most of Afghanistan, Sudan, Colombia, and the Bekaa Valley of Lebanon are essentially
