The Canadian Security Intelligence Service has reported that Sunni extremists appear to have escalated plans to launch coordinated attacks on Canadian and US targets. The Service's annual report cites the arrest of Ahmed Ressam as one indication that such groups are becoming more active. The report names Osama bin Laden as "one of the prime motivators of terrorism" and notes that groups often operate in Canada to plan attacks, raise money, and stage logistics for attacks elsewhere. The report noted that international terrorist networks are increasingly independent of national governments. The networks, being broader than the old insular terrorist cells that were often composed of family members or longtime friends, can call upon
