Congressman Brian Baird has proposed a constitutional amendment that says if 25% of Congress is killed in some mass event, governors could appoint replacements without holding special elections. The move, billed as an anti-terrorist measure, notes that under the current constitution, replacement senators can be appointed but not replacement congressmen
