Israel says that many members of al Qaeda have arrived in the Bekaa Valley of Lebanon to join with the Hizbollah faction. Western intelligence says that Saudi millionaires, who have long supported al Qaeda, have paid for the survivors to relocate and set up shop in Lebanon. Israel says that Imad Mughniyah, Hizbollah's chief of special operations, is "as evil as bin Laden but a professional" who is given to detailed planning of entire campaigns rather than single if spectacular attacks. Israel also warns that Iran will have the Shahab-III missile (which can hit any part of Israel and is so fast that Patriot cannot stop it and even Arrow would have a tough time hitting it) this year, and a nuclear weapon by 2005. The CIA estimates Iran's first nuclear weapon will be complete in 2007. The Israelis are working on an upgrade of Arrow to engage the Shahab-III.--Stephen V Cole
