The FAA has been spending a fortune on all kinds of security needs and improvements, but one that nobody really noticed was overtime for air traffic controllers. Whenever security problems delay flights at one airport, it requires overtime for controllers all over the country. The best guess is that the total bill for the year will be $100 million for overtime above the normal amount budgeted. But the originally-budgeted amount ran out on 1 June, and Congress will need a few weeks to sort out conflicting ideas about where to get the needed $100 million. The FAA is scrambling to steal money from other accounts, but has already looted just about every program it has to pay for more security. --Stephen V Cole
