The new Transportation Security Agency is frantically hiring 54,000 new airport police, and is looting the ranks of the INS, capital police, Secret Service, Park Police, and local police departments to get them. The FAA is hiring thousands of sky marshals and is hiring them as fast as it can. Since it regards its need for people as an acute emergency, the sky marshal service is offering raises and bonuses to trained policemen rather than hiring and training new recruits. The INS, hit hard by this recruiting (which has cost it over 500 trained personnel), was already in the middle of hiring another 570 border guards. The capital police have 800 jobs but only 600 cops and are losing more every week to other agencies.--Stephen V Cole
