The Transportation Security Agency has already exceeded the 45,000 employees which Congress allowed it to hire. These include security guards, baggage screeners, and air marshals. The TSA is getting around the cap by hiring "temporary" workers on two-year contracts until it can convince Congress that the greater manpower limits are warranted.--Stephen V Cole
